Local councils in Sydney have been ignoring a directive from the NSW government to stop parking officers issuing ticketless parking fines.

Unsuspecting drivers only discover they have been booked weeks later, instead of getting a ticket placed on their windscreen, reported The Daily Telegraph.

Under this system drivers lose the opportunity to challenge the fine by gathering evidence right after they have been booked.
