Maarouf was born in the city of Adhamiya in 1940 to a family famous for science and a father who was a famous lawyer, and graduated in the Department of History from the University of Baghdad in 1946.

He obtained a master’s degree in Islamic history and assumed the presidency of Saddam University for Islamic Sciences between 1989-1992, which supervised its founding and setting its curricula, but quickly closed after the Iraqi invasion of Kuwait.
