However, achieving a balance between it and the necessity of preserving societal stability remains a fundamental challenge. Since community security and trust in state institutions constitute a corner for social cohesion, there is a need to take care of controls that maintain the failure of this freedom to be chaotic. He explained that this digital space gave everyone a voice, but it is not responsible for hate speech or incitement to violence; Rather, the individuals who use it are the ones who determine the nature of the content. He continued, "From here, the need for clear criteria emerges that define the line between freedom of expression and hate speech."
